Mr. Brian Wulari Mbaya is a legal practitioner with expertise in boundary research, policy, and legislative activities. A law graduate from University of Maiduguri, he holds a Post-graduate Diploma in Strategic Studies from the same university. A former Senior Special Assistant to the Deputy Senate Leader (2001 - 2003) and Senior Legislative Aide to the Senate Minority Leader (2007 – 2010), Mr. Mbaya, in the course of his legislative duties attended various local and international courses which include:

  • Parliamentary Press Corps: Training Course, October 31 – November 21, 2009; The role Of Parliaments In Encouraging An Information Rich Society: November 2 – December 19, 2009; E-learning Course On Parliaments & Extractive Industries March 1 – April 15, 2010 ; The Role Of Legislative Aides In Strengthening The Legislative Process (all Organised By The World Bank Institute, Washington, DC); Advanced Training Workshop On Legislative Processes jointly Organised by the Policy Analysis & Research Project (PARP) National Assembly, Abuja and The Auspices Of The National Conference Of State Legislatures, United States Of America, 24 – 29 March, 2010; Alternative Dispute Resolution (ADR), Negotiation, Mediation, Arbitration & Hybrid Processes: Professional Foundation Course Facilitated By DCON Consulting under the auspices Of Association Of Professional Negotiators And Mediators, 14 – 15 July, 2006; Legislative Practice, Bill Drafting And Procedures: Training Workshop For Senior Legislative Aides, Special Assistants/Advisors Organised By The National Assembly, Abuja In Partnership With Projects & Programme Services & Consultancy, 22 – 24 June, 2008, amongst others.

  • Owing to his vast experience in legislative activities, Mr. Mbaya was engaged in 2013 by the German Agency for International Cooperation (GIZ) formerly known as GTZ as a consultant for the legislative Needs Assessment of 9 Local Government Areas of Niger State for the Pro-Poor Growth and Employment Promotion in Nigeria Programme (SEDIN), which report received commendations.

  • A passionate advocate of peaceful co-existence and ardent practitioner of mediation and peace building, Mbaya has contributed immensely in promoting stability in many violence-stricken communities in Nigeria through various community relations initiatives, which include Inter-faith seminars, establishing Community Dispute Resolution Centres, Youth Vanguard for Peace Groups, Advocacy visits, Public Sensitization Programmes, etc.

  • In 2013, Mr. Mbaya was engaged by the Federal Ministry of Youth Development in conjunction with the Office of the Senior Special Assistant to the President on MDGs to train youth leaders in the Northeast and Northwest Nigeria on Peace Building and Conflict Resolution. Mr. Mbaya also participated, as a resource person, during the ECOWAS First Ladies Summit on “Gender, Peace and Security” held in Abuja on 19th December 2008.

Mr. Mbaya is a member of the Nigerian Bar Association, Africa Bar Association, Founding Member, Parliamentary Aides Network (PAN) and Member, Institute for Human Capital Development.
